On the afternoon of Tuesday, May 9, Jax Finkel, the executive director of Texas NORML, was frantically trying to find a bill. Somewhere, deep in the catacombs of the Texas state Capitol, House Bill 2107, the first comprehensive medical marijuana bill to clear a committee in the state’s history, was getting shuttled around. It needed to be located immediately. She says, “I was literally walking between offices looking for the cart.”
