Introduction
In earlier postings, I have examined global power from both “empire” and “fragmentation” perspectives. Empire implies concentrated power, usually for economic gain – not just for the acquisition of power per se. In my “empire” posting, I speculated that in the 21st Century, China would replace the US as the global power. In 1989, the world had just witnessed an intense country-to-country confrontation – during the Cold War, the question was whether the US or the Soviet Union would destroy the world with hydrogen bombs.
