Toward the end of trading Friday, the Dow traded down 0.24 percent to 20,606.58 while the NASDAQ rose 0.14 percent to 5,825.95. The S&P also fell, dropping 0.09 percent to 2,343.87. Leading and Lagging Sectors Friday afternoon, the utilities sector proved to be a source of strength for the market. On Friday, President Donald Trump signed a permit to allow the construction of the controversial Keystone XL pipeline. Fuel price-tracker GasBuddy has been tracking the Keystone controversy for the last several years. “While the impact on gasoline prices may not be immediately known or felt, the pipeline will allow more U.S. refiners to process Canadian crude oil and reduce reliance on foreign supply, while helping Canadians secure their energy future,” GasBuddy analyst Patrick DeHaan wrote Friday. Crude oil has been trading roughly sideways for more than two years now, between $40 and $80 per barrel. Recently, the market tested 2016’s high near $58. For railroad companies like CSX Corporation (NASDAQ: CSX), improvements in operating ratio are always good news for shareholders. But according to a new report from Loop Capital analyst Rick Paterson, focusing on operating ratio will only take a railroad stock so far. Rails Paterson pointed out that as operating ratios continue to shrink, railroad investors experience diminishing returns in terms of earnings. “We’re experienced (old) enough to remember the days of 80 percent + operating ratios for most of these companies, and back then a 1 percent improvement was a big deal, driving about a 7 percent boost in EPS by itself,” Paterson explained. Yogi Berra once said, “It’s like déjà vu all over again.” It feels that way now as investors wait for a health care vote in Washington. The vote—originally scheduled for Thursday—got put off until today, and it’s unclear when it might happen. Just like yesterday, the markets could be on edge until there’s some sort of resolution, but futures were trading a little higher, so there’s apparently some thought that this might get done. We’ll see if President Trump, the man who authored “The Art of The Deal,” can get a deal through Congress. Generally, the feeling seems to be that failure to pass the bill might raise doubts about the president’s ability to push through other key elements of his agenda, including those like tax reform and infrastructure that potentially could have positive effects on stocks. Many investors are impatient waiting for these plans, which the administration said would have to come after health care. Doubts about tax and infrastructure policy success would probably not go down well in the markets, which built their post-election rally in part around those promises. The health care sector fell slightly on Thursday ahead of the vote (see chart). Weakness was most evident in the health care providers and services industry, a sub-sector of health care that arguably would be the most heavily affected by any health legislation. Aside from the health care bill and some continued jitters over Wednesday’s terrorist attack in London, Thursday was a rather quiet day.
